Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of ADVANCED ELECTRIC, in the Amount of $115,364.14, and AWARD a CONTRACT for the WISCONSIN AVENUE ORNAMENTAL LIGHTING PROJECT with an Additional Authorization of $17,304.62 for a Total Award of $132,668.76. (Council District 3)

BACKGROUND: The City had installed ornamental lights along Wisconsin Avenue, between E. Republic Avenue and E. Nebraska Avenue in Year 2010 in conjunction with the Glen Oak Impact Zone projects. The proposed lights for this newest project will use the same circuits, match those lights and poles, and extend the lighting from E. Republic Avenue to McClure Avenue. The proposed lights will have LED internal components, the most sustainable lighting output and circuit components.
Wisconsin Avenue is a corridor with high levels of pedestrian traffic traveling to and from the Kroger grocery store, located at the southwest corner of McClure Avenue and Wisconsin Avenue. The attached map shows the planned location for the lighting installation.
The project was advertised on July 12th and 13th with bids opened on August 4th with three bids received as follows:

Engineer's base estimate: $139,197.50
Staff requests additional authorization to increase the base bid of the lowest responsible bidder by $17,304.62 to incorporate an upgraded sidewalk and ADA bus stop pad at Nebraska Avenue and Wisconsin Avenue, with CityLink providing and installing a new solar-lit bus shelter. This addition will also provide construction contingency.
Advanced Electric is a local business that has successfully performed work for the City in the past. This contractor worked on a very similar lighting project in the Spring Grove neighborhood in Year 2013.
