Communication from the City Manager and the Corporation Counsel and the Community Development Director with a Request to ADOPT an ORDINANCE Amending CHAPTER 32 Section 32-4(a)(4) of the City of Peoria CODE Pertaining to ADMINISTRATIVE HEARING OFFICERS.

BACKGROUND: The Community Development Department, the Legal Department and the Information Systems Department have been working in conjunction over the last few months on a new software package that allows for electronic ticketing by the Code Enforcement Inspectors and moves the Administrative Adjudication process to an electronic format. The new software system will improve the efficiency of the environmental citation process and improve the data collection effort of both Departments. In addition, the new software will allow citizens to pay environmental citations online and with a credit card. However, in order to fully utilize the system a slight change to the ordinance is necessary to allow for electronic signatures by the Administrative Hearing Officer.

FINANCIAL IMPACT: NA

NEIGHBORHOOD CONCERNS: Improved efficiency of the environmental enforcement citation process will defer violators from disregarding ordinances and improve the quality of our neighborhoods.

IMPACT IF APPROVED: The Hearing Officer may sign orders electronically.

IMPACT IF DENIED: The Hearing Officer will be required to print out the orders and sign each order manually.
