BACKGROUND: Public Works proposes to continue the annual seal-coating contract to preserve roads in good condition in order to prolong their lifespan and delay costly major reconstruction projects. Seal-coating is a surface treatment used to extend the life of pavement in which the pavement is sprayed with asphalt, which is immediately covered with aggregate and rolled. Seal coats are primarily used to seal a pavement with non-load associated cracks and improve surface friction. This contract will also cover various asphalt work that needs to be completed in preparation for the seal coat.

Public Works prepared the contract specifications and advertised for bids. On June 15, 2017, bids were received and opened, with one bidder submitting. There are not many contractors in this area that perform this type of specialty work.

The pavement preservation implementation project (slurry seal, sealcoating and CRF) bids were over budget. The street lists were evaluated and 13 streets were removed from the 2017 pavement preservation list to bring the project within budget. The base bid amount for the revised sealcoating street list is $234,801.75. Twelve streets were removed from the slurry seal contract, and one from the sealcoating contract. Public Works anticipates that those 13 roads will be funded and completed next year.

RA Cullinan/UCM is a local contractor which has performed numerous construction projects in the past for the City.
