ACTION REQUESTED: 

Title

Communication from the City Manager and Director of Public Works with a Request to ACCEPT the LOW BID of HOROWITZ CONCRETE COMPANY, in the Amount of $149,522.30, with an Additional Authorization of $30,477.70, for a Total Award of $180,000.00, and Award the CONSTRUCTION CONTRACT for the 2017 ADA RAMP PROGRAM.  (Council Districts 1, 2 & 3)

BACKGROUND:

 

The ADA Ramp Reconstruction Project will continue to implement the City’s approved ADA Transition Plan. Work performed in 2017 will focus on sidewalk and ADA curb ramp replacement to bring intersection quadrants up to ADA compliance.

 

Project locations are noted on the attached map. Sites that have had recent tripping complaints are included. The ADA Ramp Inventory, undertaken and completed in 2013, has directed ADA Ramp construction to areas with high pedestrian movements nearest schools, parks, and other attractions in the City.

 

The project was advertised from June 21st to June 22nd with bids opened on July 12th. A total of three bids were received as follows:

Engineer’s base estimate:   $180,000.00

 

Engineering Staff requests additional authorization to increase the base bid of the lowest responsible bidder by $30,477.70 to satisfy additional ADA transition concerns. 

 

Horowitz Concrete, Co. (Horowitz) is a local business that has successfully performed work for the City of Peoria in the past, including the 2016 Sidewalk Participation Program.

 

The Good Faith Efforts documentation submitted by Horowitz Concrete has been reviewed and approved by the Equal Opportunity Manager.  The company will use a Women Business Enterprise (WBE) to provide trucking services on this project.  Horowitz Concrete workforce is comprised of 30% minority workers.

 

FINANCIAL IMPACT:  The total budget for this project will be utilized as follows:

NEIGHBORHOOD CONCERNS:   The community requests ADA Ramps throughout the City to provide safe conditions for disabled citizens. Ramp qualification is based on the City’s completed GIS ranking for every ramp in the City limits.

                     

IMPACT IF APPROVED:  Staff can proceed with issuing the construction contract to initiate the 2017 Community Investment Plan’s ADA Ramp Program.

 

IMPACT IF DENIED:   The ADA Ramp Replacement program, a component of the ADA Transition Plan, will be delayed in the 2017 CIP.
