ACTION REQUESTED: 

Title

Communication from the City Manager and Director of Public Works with a Request for the Following:

 

A.                     ACCEPT the LOW BID of ILLINOIS CIVIL CONTRACTORS INC., and Award a Construction CONTRACT, in a Not-to-Exceed Amount of $200,000.00, from the Base Bid of $33,262.40 for the CONCRETE REPAIRS VERTICAL CONTRACT- 2017 PROJECT.  (Council Districts ALL)

 

B.                     ADOPT an ORDINANCE Amending the CITY OF PEORIA 2017 AMENDED ANNUAL BUDGET Relating to the Eagleview TIF Fund Balance Relating to Vertical Concrete Repairs in the EAGLEVIEW TIF, in the Amount of $60,000.00.

BACKGROUND:  Public Works proposes to use a concrete repair contract for vertical concrete similar to the annual storm sewer repair contract and the concrete repair contract.  This contract would eliminate the delays experienced waiting for the design, bidding, letting and Council approval of individual contracts for each project.  The repairs will be designed “in the field” and paid based on the time and materials bid. This is an opportunity for the Public Works Engineering Division to improve efficiency and be more responsive.

 

This contract will be used to construct walls, retaining walls and other vertical concrete repairs on public properties, as needed.

 

Public Works staff prepared the contract specifications. The bids were received on July 12, 2017 with four bidders submitting, as follows:

*There was a math error in the Horowitz bid. They put in the total price in the unit price column and the total column.

 

The base bid represented quantities we would expect to see on a single small project and covers typical pay items we expect to see throughout the contract. The base bid is how we select the contractors, but the project budget is $200,000.

 

Illinois Civil Contractors, is a local business that has successfully performed similar work for the City of Peoria, in the past.  The Good Faith Efforts documentation submitted by Illinois Civil Contractors Inc. has been reviewed and approved by the Equal Opportunity Manager. Because the scope of work varies from location to location, the company could not project how much subcontract work will be available.  However, they have committed to utilizing, on an as-needed basis, a Minority Business Enterprises (MBE) for trucking.  Illinois Civil Contractors, Inc. had a workforce utilization on their last project with the City of Peoria of 28.69% for minority workers and 8.02% for female workers.

 

FINANCIAL IMPACT:  Funding for this project will come from T17003 ($60,000), T14006 ($20,000), Eagle View TIF - $60,000, operating account 101-3120-542-44-22 ($25,000), and operating account 101-3120-542-44-08 ($35,000).

 

NEIGHBORHOOD CONCERNS:  Well-maintained infrastructure is a benefit to all neighborhoods.

                     

IMPACT IF APPROVED: Vertical concrete repairs will be constructed.

 

IMPACT IF DENIED:  Vertical concrete repairs will not be constructed.
