Communication from the City Manager with a Request to APPROVE the Use of $50,000.00 of SOUTH VILLAGE TAX INCREMENT FINANCING (TIF) Funds to Create a Request For Proposal (RFP) for JOB TRAINING PROGRAMS (Council District 1).

BACKGROUND:
At the request of Councilwoman Denise Moore, staff is requesting the use of $50,000 from the South Village Tax Increment Finance (TIF) Fund to create a request for proposal to fund job training programs that serve the South Village TIF residents and employers.

The use of TIF funds is governed by the Tax Increment Allocation Redevelopment Act and can be found in 65 ILCS 5/Art. 11 Div. 74.4. Job training is listed as an eligible activity;

"(5) Costs of job training and retraining projects, including the cost of "welfare to work" programs implemented by businesses located within the redevelopment project area."

For this proposed program, eligible job training activities might include on-the-job training, job readiness, and job preparation programs. Eligible applicants include employers, business associations, and non-for profit organizations. All eligible job training programs must meet one of the following qualifications:

1. The training must benefit an employer that is physically located within the South Village TIF district. The training provider could be a public or private organization (nonprofit, government, corporation) or the employer itself.

OR

2. The training must serve the residents of the South Village TIF. The training provider could be a public or private organization. The jobs for which training is provided could be located anywhere and not limited to the South Village.

Upon Council approval, staff will create the Request for Proposal and publicize the opportunity. In addition to identifying who is being served as outlined above, applicants will also need to:
