Title
Communication from the City Manager and the Director of Community Development with a Recommendation from the Historic Preservation Commission and Staff to ADOPT an ORDINANCE Removing the Local Landmark Designation for the Property Located at 401 NE MONROE STREET (Parcel Identification No. 18-04-476-006), Peoria, Illinois.

Body
BACKGROUND: The Petitioner, Charlie Crump, is requesting to remove the property located at 401 NE Monroe St from the local landmark designation. In 2008, City Council approved an ordinance designating the property as landmark. The following four criterion were met:

Criterion #3: Its identification with a person who significantly contributed to the development of the city, the state or the nation.
Criterion #4: Its embodiment of distinguishing characteristics of an architectural style valuable for the study of a period, type, method of construction or use of indigenous materials
Criterion #6: Its embodiment of elements of design, detailing, materials or craftsmanship that render it architecturally significant
Criterion #8: Its unique location or singular physical characteristics that make it an established or familiar visual feature.

In 2015, a fire damaged the house causing it to be demolished. The only remaining structure is a carriage house.

The Historic Preservation Commission found that the property no longer met the criteria for landmark designation and voted 3 to 0, with 1 abstention to remove the landmark designation.

See the attached Historic Preservation Commission case packet and meeting minutes for detailed information regarding the proposed landmark designation removal.
