BACKGROUND: On Tuesday, September 22, 2015 (Item # 15-317) City Council approved a request from the HOIHCOC to be the entity to review applications and make ESG funding recommendations to City Council. On November 18, 2015 (Item # 15-395) City Council concurred with the HOIHCOC recommendation for 2015 and 2016 grant funds committed to programs for the 2016 and 2017 calendar year. The 2016/17 contracts with specific agencies will expire on December 31, 2017.

The City received a 2017 ESG grant of $137,451.00 in October 2017. Of the available seven and a half (7.5) percent allowable for administrative costs, the City reserved approximately seven (7) percent, leaving approximately ninety three (93) percent, or $127, 751 to be granted to agencies for eligible homeless service programs.

In September 2017, City Staff released a notice of the availability of these funds and requested letters of intent to be sent to the HOIHCOC Governing Board. These requests were reviewed by the Board and programs were evaluated according to past performance and outcomes, primarily looking at a program's success in getting clients into permanent housing (i.e. ending their situation of homelessness). A recommendation was then formulated and approved by the Board based on these considerations.
