Communication from the City Manager and the Director of Public Works with a Request to APPROVE the LOW BID (#45-17) of MOBOTREX, INC., in the Amount of $33,160.60, for the Purchase of Light-Emitting Diode (LED) Signal Lights.

BACKGROUND: The Traffic Division of the Public Works Department maintains the majority of the traffic signals throughout Peoria County. In 2004, the City replaced all of the older style traffic signal globes at City intersections to high efficiency LED globes. Those globes are nearing the end of their useful life expectancy, with many throughout the City requiring replacement.

This material requested is required to maintain the LED globes on City-owned traffic signals, so that all the traffic signals are in good working order. This current bid will allow Public Works staff to replace all of the LED globes at 17 intersections in the downtown area and bring each intersection, in its entirety, up to current standards. Any globes replaced that are still deemed to have serviceable life remaining, will be placed in inventory for spot replacement.

The Purchasing Division solicited bids for the purchase of LED signal lights for use by Public Works for the maintenance of traffic signals. LED signal specifications meet the requirements of the Illinois Department of Transportation. Bids were also solicited to include a 15 year manufacturer's warranty, which should limit staff time in replacement of globes and save maintenance efforts in the future.

There were seventeen (17) bids solicited and five (5) responded. The bid summary is attached.

FINANCIAL IMPACT: Funding for the purchase is provided in the Traffic Supplies account 101-3352-544.49-04.

NEIGHBORHOOD CONCERNS: NA

IMPACT IF APPROVED: Public Works will be able to completely replace all of the LED globes at 17 targeted intersections in the downtown area, bringing each of those intersections up to current standards.
