BACKGROUND: On December 5, 2017 City Council adopted an ordinance that created a Storm Water Utility within the Department of Public Works. The City will be creating a utility from scratch and it is essential that there is seamless integration between the financial, billing and permitting software in the City. This will allow for more efficient financial, budget, and other permitting reports to be obtained upon request.

It is anticipated that this software will be integrated throughout 2018 and will replace the current software uses Citywide. Tyler Technologies has been awarded a contract through a request for proposal from the NJPA (national joint purchasing alliance).

FINANCIAL IMPACT: This project was part of the 2018 Community Investment Program.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: The City Manager will be able to negotiate a final contract amount for the software needed to operate the City on one financial platform.

IMPACT IF DENIED: The City will continue to use the existing system and will look for different billing software which would prevent the one platform utilized by all departments.

ALTERNATIVES: Other software suites could be explored but could possibly delay the implementation of the storm water utility.
