Communication from the City Manager and the Director of Public Works with a Request to Execute a JOINT AGREEMENT with the ILLINOIS DEPARTMENT OF TRANSPORTATION for the Federally-Assisted MACARTHUR HIGHWAY BRIDGE RECONSTRUCTION. (Council Districts 1 & 2)

BACKGROUND: The Illinois Department of Transportation requires this agreement to be executed between itself and the City of Peoria. This document outlines the federal Major Bridge Fund proposed expenditures, spending up to the maximum of $4,840,000 of federal funding ($6,050,000 is the grant with City-Fed pooled funding). The federal dollars can be allocated to 80% of the cost for Construction and Phase 3 Engineering (Construction Administration) Services.

The City has been successful in gaining approval from the Illinois Department of Transportation for a local bid letting. This helped increase the minority participation goals on the project from the State requirement of 4.4% to match the City's requirement of 18%.


FINANCIAL IMPACT: The combined City and Federal shares have been incorporated into the 2018 Community Investment Plan for MacArthur Highway Bridge.

NEIGHBORHOOD CONCERNS: This structurally deficient bridge requires reconstruction. The Public Works Department has held and will continue to hold Public Information sessions with stakeholders.

IMPACT IF APPROVED: IDOT and the City can enter into the agreement, thus allowing the Construction and Engineering Services to be considered in the near future.

IMPACT IF DENIED: This agreement is required before IDOT allows the local letting to take place. If this is delayed, then that letting will be delayed. Delays may prevent roadway and pedestrian facilities from opening before winter 2018-2019.
