Communication from the City Manager and Director of Public Works with a Request to APPROVE a SOLE SOURCE CONTRACT with MIDCO INC. for Security Upgrades at City Hall, in the Amount of $36,102.00.

BACKGROUND: In an effort to increase building security, the Police Department and Public Works Department have worked to add specific security measures that will keep Citizens, Staff and Public Officials safe while conducting business at City Hall.

Security will be increased by adding more access control elements for entering the building and adding cameras on all four (4) floors.

Staff and Citizens will be required to enter and exit through the Fulton Street doors and will go through a metal detector to get beyond the information desk. The Madison Street doors will be used as an emergency exit only and the doors to the Parking lot will be for ADA entrance/exit only.

The ADA entrance will be outfitted with a button by the door that, when pressed, will notify a security officer to unlock the door. A security official will meet the visitor at the back door to check them with a handheld metal detector before they enter. There will also be an intercom from this door going back to the security desk for communication.

We will also be adding three (3) cameras on the first floor covering all three (3) doors that will be displayed on a monitor at the security desk and also at Police Headquarters. We will also be adding one (1) camera per floor on the three (3) remaining floors and one (1) in council chambers which will all be displayed at the security desk and Police Headquarters.

We believe these upgrades will significantly increase security and safety at Peoria City Hall.


FINANCIAL IMPACT: The expenditure for this contract is in the facilities operations CIP CB1800, account # 4013001-551002.
