BACKGROUND: Public Works proposes the Storm Sewer Lining Contract for 2018. This contract eliminates the delays experienced waiting for design, bidding, letting and Council approval of individual contracts for each repair project. The repairs will be designed "in the field" and paid based on the time and materials bid. This is an opportunity for the Public Works Engineering Division to improve efficiency and be more responsive.

Public Works prepared the contract specifications and bids were received on March 15, 2018 with two bidders submitting. The results are shown below:

J.C. Dillon, Inc. $289,685.60
Hoerr Construction, Inc. $308,865.00

The base bid represented quantities we would expect to see on a single project and covers typical pay items we expect to see throughout the contract.

J.C. Dillon, Inc. is a local business that has successfully performed work for the City in the past.

The work performed with this contract is specialty work that does not offer sub-contracting opportunities. Both bidders submitted waiver requests and indicated they would be self-performing. Since there are no MBE or WBE sub-contracting opportunities the low bidder has agreed to make sure that the City's workforce utilization hours of 18% minority and 3% female are met on this project.

FINANCIAL IMPACT: This construction contract is budgeted in Project S18001 in the 2018 Community Investment Plan.

NEIGHBORHOOD CONCERNS: Storm sewer failures are a safety risk to the public.
