Communication from the City Manager and Director of Public Works with a Request to ACCEPT the Proposal of R.A. CULLINAN & SON and Award the Construction CONTRACT, in the not-to-exceed Amount of $2,200,000.00, for the ALLEN ROAD and WILLOW KNOLLS ROAD INTERSECTION PROJECT. (Council District 5)

BACKGROUND: City Council recently approved Item #18-063, the Jurisdictional Transfer and Intergovernmental Agreement between the County of Peoria and City of Peoria for this Project.

The Project will be implemented through a design-build process. The team members include Public Works, County Highway Department, Austin Engineering (Survey), Hanson Professional Services (Phase 1 & 2 engineering), Midwest Engineers (Phase 3 engineering), and the Contractor.

Public Works Engineering staff, coordinating with County Highway Department staff, solicited a Request for Proposals, using a Quality-Based Selection to evaluate Proposals. The contract format is a "guaranteed maximum price" with an agreed profit and overhead amount. Design options and staging alternatives will be discussed in the initial Public Meeting, to be held on Thursday, March 29, 2018 at 6pm-8pm, 7722 N Allen Rd. The Public and Stakeholders will be presented the aforementioned options, and City Engineering staff, with Consultant support, will address questions and concerns regarding the project.

Two proposals were received on March 20, 2018, as follows:

Contractor Total Profit + Overhead of the $2.0M Base
R.A. Cullinan (UCM) $150,000.00
Illinois Civil Contractors, Inc. $268,000.00

The selection team consisted of the City Engineer, County Engineer, Assistant County Engineer, and two Civil Engineer II's from the City. This Project's selection criteria was determined by using Quality Based Selection. The selection criteria included:
