Communication from the City Manager and Director of Public Works with a Request to APPROVE the LOW BID of ILLINOIS CIVIL CONTRACTORS, INC., in the Amount of $394,930.46, and Award a CONTRACT for the 2018 SIDEWALK PARTICIPATION PROGRAM, with an Additional Authorization of $35,069.54 for a Total Contract Award of $430,000.00.  (All Council Districts)

BACKGROUND:  The Sidewalk Participation Program supports requests from citizens and businesses that are interested in improving the sidewalk, curb, and ADA ramp infrastructure adjacent to their properties.  Work under these programs includes replacing eligible defective sidewalks and curbs and constructing small in-fill areas that otherwise have sidewalk. These programs include both residential and commercial properties where they improve pedestrian safety and accessibility and can enhance economic development of an area.  Sidewalk Participation is an extremely popular program, with requests typically exceeding resources. The City’s share of costs for sidewalk replacement is 80%, and the adjacent property owner pays 20%. Income eligibility also assists citizens with more equitable rates if they qualify per Federal HUD guidelines.

 

Bids for the 2018 Sidewalk Participation Program were advertised in the Peoria Journal Star and on the City’s website. Bids were opened on April 5, 2018 with three (3) bids received, as follows:

Engineer’s base estimate:   $400,000.00

 

C & G Concrete Company, Inc. did not acknowledge the two addendums in their bid packet and were therefore deemed unresponsive.

 

The Good Faith Efforts documentation provided by Illinois Civil Contractors, Inc. has been reviewed and approved. The company will be utilizing a Minority Business Enterprise (MBE) to provide trucking services equaling 5.5% and a Women Business Enterprise (WBE) to provide landscaping work equaling 1.03% of the total bid amount. Additional Traffic Control services will be provided by a WBE on an as-needed basis through this Contract. Illinois Civil Contractors, Inc. has committed to meet the 18% minority hours on the contract and 3% female hours.

 

Engineering for the Sidewalk Participation Program has been completed by Public Works Staff including coordination of the inspections, quantification, and application mailings to requestors.

 

FINANCIAL IMPACT:  The total budget for this project will be utilized as follows:

NEIGHBORHOOD CONCERNS:  Citizens request this program to improve their sidewalk frontage which improves overall neighborhood aesthetics and walkability.

                     

IMPACT IF APPROVED: Staff can proceed with issuing construction Contracts to initiate the 2018 Community Investment Plan’s Sidewalk Participation Program.

 

IMPACT IF DENIED:  The Sidewalk Participation Program will not be awarded.

 

ALTERNATIVES:  As Council directs.
