BACKGROUND: Public Works proposes to continue an annual CRF Restorative Seal contract to preserve roads in good condition in order to prolong their lifespan, and delay costly major reconstruction projects. CRF Restorative Seal is a petroleum oil and water emulsion plus maltene-based rejuvenator that provides pavement rejuvenation, as well as sealing the pavement.

Public Works prepared the contract specifications and advertised the project. On June 19, 2018, bids were received and opened, with one bidder submitting. There are not many contractors in this area that perform this type of specialized work. (Attached is a list of the streets to be treated in the 2018 Program.)

Corrective Asphalt Materials LLC has performed this work for the City in the past with positive results.

The Good Faith Efforts documentation submitted by Corrective Asphalt Materials, LLC has been reviewed and approved by Public Works. Due to the specialized nature of this work, subcontracting opportunities are limited; however Corrective Asphalt Materials met the City's minority goal of 18% on this project in 2017 and is committed to meeting the goal in 2018.

FINANCIAL IMPACT: Funding is available through the 2018 Community Investment Plan for Pavement Preservation-Implementation, Project RP1801.

NEIGHBORHOOD CONCERNS: Well-maintained roads are a benefit to all neighborhoods.

IMPACT IF APPROVED: CRF pavement preservation will be constructed.
