BACKGROUND:

On March 13, 2018 under Item No. 18-063, City Council authorized the City to enter into an Agreement with Peoria County to jointly reconstruct the Allen Road and Willow Knolls Road intersection. The agreement was set for a project originally considered Not-to-Exceed $3,600,000.00.

By Agreement, if the project exceeded the original $3.6M limit, then the overage would be shared 50-50 between the City and the County.

The project is complete, and the project budget has gone over the original limit due to several field conditions that necessitated additional costs. These conditions included, but were not limited to, increased electrical costs, existing irrigation repairs, landscaping adjustments for adjacent properties, and the removal and replacement of some unsuitable soil.

City staff have communicated with Peoria County, and this matter is scheduled on Peoria County Board's May 9th, 2019 agenda.

The efforts by the prime contractor and subcontractors yielded a positive application of City goals for minority usage. As of April 11th, 2019, the Minority workforce goal on this project has been utilized for 17.80% Minority workforce by hours, based on the overall 12,902.25 labor hours represented to-date.

FINANCIAL IMPACT: The funding for this project, and its proposed $128,321.51 extension has been negotiated between the City of Peoria and Peoria County. The loan repayment will be made back at 50% of the project final cost from the City to the County over 10 years.

NEIGHBORHOOD CONCERNS: None. The project has been completed and lanes reopened.
