Communication from the City Manager and Assistant City Manager with a Request to APPROVE a CONTRACT with 4M CONSULTING for STRATEGIC FACILITATION. [All Districts]

BACKGROUND: 4M was selected as a result of a bid process which resulted in several respondents, three of which were deeply vetted and interviewed. 4M was selected on the basis of breadth of capabilities of the team, experience in connecting strategy and budget in a municipal environment, referrals from prior customers, document and facilitation samples and cost. In addition, they expressed a deep desire to leave us with the tools and mechanisms to ensure successful implementation and maintenance of Council decisions over time and, they are located very close to Peoria and can be present on site with minimal travel cost.

FINANCIAL IMPACT: The expected cost of project completion will vary based on hours, which we have estimated from 150 to 200 of up to three people at a cost of $145 per hour (for all three). With a complete project estimate of no more than $30,000.

NEIGHBORHOOD CONCERNS: n/a

IMPACT IF APPROVED: Project will proceed with 4M Consulting.

IMPACT IF DENIED: Team will need to revisit other options and possibly reopen the bid to find additional respondents, which will challenge our timeline and may result in a higher expense.

ALTERNATIVES: The City has elected to recommend a third-party facilitator to help ensure credible engagement and interpretation of both Council and Staff input. Also the consultants have experience with similar programs in other cities. However, the City could lead this discussion using staff.
