Communication from the City Manager and Community Development Director with a Recommendation to AWARD a CONTRACT for ARCHITECTURAL SERVICES Related to Neighborhood Planning, Surveys, Community Engagement, and Other Services to Either FARNSWORTH GROUP and/or IDG ARCHITECTS, INC.

BACKGROUND: On Thursday, May 16, 2019, the City of Peoria released a request soliciting proposals from Architectural Firms to provide services to the City of Peoria on various studies, surveys, plans, and professional services. The request allowed partnering with a local non-profit organization and required utilizing college students studying architecture to perform aspects of the work. Two addendums were released, one on May 24, the other on May 28.

The services sought are to enable the development of:
1. A corridor plan for MacArthur Highway
2. Implementation plan for the South Village
3. A future corridor plan for Western Avenue
4. A development scenario plan for the Southern Gateway Area

After the clarification questions were reviewed, the scores (out of a maximum of 400) for the three respondents were as follows: Farnsworth Group 348, IDG 346, Prairie Forge 338. The final scores for the Farnsworth Group and IDG Architects are close enough to be considered a virtual tie. As such, staff is making no recommendation on awarding this contract, and will defer to the decision of the City Council.

FINANCIAL IMPACT: Funding sources for the project are: $35,000 from South Village TIF fund balance and $15,000 from Eagle View TIF fund balance, totaling $50,000. This was approved in Council Item no. 19-121 on 4/23/19.
