Body

BACKGROUND:  The funds generated from the 2015 Roadway and Bridge levy have gone toward several road projects in the City limits since 2016. Sections of residential roads on Manor Pkwy (CD 1); Dries Lane, Delmar Court, Dennis Court (CD 2); Harvard Ave (CD 3); Stenning Dr (CD 4), and Columbine Dr (CD 5) have been completed through this program.

 

The two projects selected for this year’s program included Geneva Road, from Alta Ln to 200 feet north of Forestglen Drive, and also Daniel Court, from Murphy Drive through the cul-de-sac. The Public Works Department investigated pavement condition index (PCI) ratings for city streets. Geneva Road, from Alta Ln to 200 feet north of Forestglen Drive, was rated 41 of 100 on the index.  Daniel Court, south of Murphy Drive, was rated 48 on the index and has had several work orders for recent sinkholes. Roadways rated below ‘50’ warrant reconstruction.

The updated Unified Development Code puts forth two options for contractors’ bids to reconstruct roads, by putting back either a full-depth asphalt roadway or a roadway with concrete base and an asphalt overlay. Both of those options had been used since 2016 with competitive bidding allowing both options to be constructed by a wider range of local contractors. 

The Geneva Road and Daniel Court Project was advertised and bids were opened on July 11, 2019 with 2 bidders making both base and alternate bids, received as follows:

Staff recommends authorization to increase the base bid of the lowest responsible bidder by 10% or $65,828.30 for construction contingency.

 

Illinois Civil Contractors, Inc. is a local business that has successfully performed work for the City in the past. Most comparably to this project, they performed the City’s 2017 Residential Reconstruction program on both Dennis Court and Dries Lane. They achieved 28.69% hours performed by Minority workers and 8.02% of hours performed by Female workers.

 

The Good Faith Efforts documentation submitted by Illinois Civil Contractors, Inc. were reviewed and approved. The Company will utilize 4% MBEs and 3% WBEs and will make a good faith effort to reach the 18% minority utilization and 3% female utilization in hours worked on the project.

 

 

FINANCIAL IMPACT:  This construction contract is budgeted in Project R1910/Roadway Infrastructure 2019 in the 2019 Community Investment Plan.
