Communication from the City Manager and Interim Director of Public Works with a Request to ACCEPT the LOW BID of R.A. CULLINAN & SON, A DIVISION OF UNITED CONTRACTORS MIDWEST, and Award a Construction CONTRACT from the Base Bid of $956,764.53 with a Reduction of $186,764.53 (19.52%), for a Total Award Amount of $770,000.00, for the SHERIDAN ROAD MILL AND OVERLAY PROJECT (North of Florence Avenue to North of Hanssler Place). (Council District 2)

BACKGROUND:  Public Works Staff coordinated with Illinois American Water Company (IAWC) to first have the water main replaced by IAWC, then the City would follow up with a 1.5” deep mill and overlay of Sheridan Rd to correct surface damage and variations. Illinois American Water Company began their water main work on July 8th, 2019 and anticipate the work to be complete by September 2019, which will allow enough time for the final surface asphalt to be milled and re-laid before winter.

 

The proposed City project consists of milling the top 1.5” of asphalt surface, replacing that asphalt surface, and upgrading 33 quadrants’ ADA ramps.

 

Bids were advertised and were received and opened on July 11th, 2019 with one bidder submitting, as below:

The high bid necessitates staff to recommend that project limits be reduced to better reflect the available capital budgets.  Reducing the contract by $186,764.53 will bring the overall project into the available budgets. This can be done by changing the original southern limits from north of McClure Ave to north of Hanssler Place.

 

RA Cullinan & Son is a local business that has successfully performed work for the City in the past, most recently having current contracts on Northmoor Rd, N University St, and the Allen & Willow Knolls Intersection. Allen & Willow Knolls is the most recent completed project, and RA Cullinan was able to use 17.69% of all hours performed by Minority workers and 6.29% of hours performed by Female workers.

 

The Good Faith Efforts documentation submitted by RA Cullinan & Son were reviewed and approved. The Company will utilize 37% WBEs for concrete work, traffic control, construction surveying, and pavement striping. They will make a good faith effort to reach the 18% minority utilization and 3% female utilization in hours worked on the project.

 

FINANCIAL IMPACT:  This construction contract will be funded by blending the original CIP Project’s $750,000 from Sheridan mill & overlay 2019 with the 2019 ADA Ramp’s $100,000 fund. Supplemental funding shall come from the Roadway Infrastructure fund, $100,000.

NEIGHBORHOOD CONCERNS:  If this contract is approved, city staff will coordinate the work activities with the adjacent neighbors.

                     

IMPACT IF APPROVED:  The City can issue contracts for the improvements.

 

IMPACT IF DENIED:  The contract will be delayed, or cancelled.
