Communication from the City Manager and the Fire Chief with a Request to APPROVE the PURCHASE of One (1) FIRE ENGINE from BANNER FIRE EQUIPMENT (E-One) in the Amount of $589,835.00.

BACKGROUND: The 2019 Community Investment Plan is budgeted for $600,000 and provides for the purchase of one (1) fire engine. This new fire engine will replace one (1) fire engine (1995 Spartan Smeal) that has 112,000 miles on it, is 24 years old, and is currently not running due to severe engine issues that would be too costly to repair.
Bids were solicited from an open bidding process with three (3) vendors responding. One vendor, KME, was eliminated from the process by the Fire Department Spec Committee due to their bid not meeting many of the requirements within the bid. This vendor was also rejected due to poor performance and the lack of ability to get replacement parts in a timely manner.
Although Banner Fire Equipment (E-One) was not the lowest bidder, the Fire Department Spec Committee recommends this purchase from E-One for the following reasons:
• The safety rating of the cab and the machine is higher.
• E-One was able to configure the cab to meet the department’s needs, including compartment sizes and seating designs.
• E-One more closely met the expectations in matching the design spec.
• E-One is able to provide our desired pump panel, while Pierce is unwilling to install it.
• The stainless steel design was chosen to help combat the rusting problems we have had on the Pierce machines. This design allows the department the ability to remove the body from this machine in order to have the under carriage replaced, if needed, which will save money.

The last three (3) machines purchased with the desired pump panel have worked much better than the previous machines. The pump panel is the side of the machine with levers that are used to pump water from the machine while fighting fires. The new pump panel adds an upfront cost to the machine, however we have found this new sealed cable system panel holds up to our ever changing weather conditions and the need to salt roadways. The previous panel systems would rust and become inoperable causing problems at emergency scenes and causing maintenance costs to increase.
The department currently has three (3) machines that have been purchased from E-One, and have found that their customer service and warranty needs have met and exceeded expectations.
FINANCIAL IMPACT: The cost of the fire engine is $589,835 and is included in the Community Investment Plan 4012201-525404 (V1901) Fleet Replacement.
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: The fire department will have less maintenance and repair expenses and a more reliable life-saving apparatus in their fleet.
IMPACT IF DENIED: Higher repair expenses due to the cost of repairing the current fire engine, as well as higher maintenance fees to the aging apparatus.
