Communication from the City Manager and Corporation Counsel with a Request to APPROVE the FIRST AMENDMENT to the Solid Waste and Recycling Collection Services Agreement with PDC SERVICES INC.

BACKGROUND: The City and PDC Services Inc. hereinafter "PDC" entered into a Solid Waste and Recycling Services Agreement effective June 28, 2018. Pursuant to subsequent and extensive negotiations, the City and PDC wish to amend that Agreement. The First Amendment to that Agreement is attached to this Council Communication. The remainder of the Agreement remains in full force and effect.

FINANCIAL IMPACT: The reduction of the original Agreement's house count of 39,782 to the First Amendment's house count of 38,800, will result in a cost savings to the City through the end of the year of $83,470. The additional recycling services based on the First Amendment's house count will cost the City $114,460 for the remainder of the year. Therefore, the additional cost to the City for the remaining five months of 2019 will be $30,990 or $6,198 a month.

NEIGHBORHOOD CONCERNS: Residents of certain neighborhoods in the City objected to changing recycling services from the alley to the curb. Additionally, these residents objected to only once a month recycling as an alternative to curb service. Therefore, this FIRST AMENDMENT provides that all residents of the City will be serviced by two recycling collections monthly and effective August 5, 2019, all recyclables will be collected at the same location where the residential waste is collected, thus allowing for alley service in certain neighborhoods of the City.

IMPACT IF APPROVED: FIRST AMENDMENT will take effect.

IMPACT IF DENIED: FIRST AMENDMENT will not take effect and City would be required to renegotiate new terms.

ALTERNATIVES: Negotiation of different pick up locations or reduce recycling collection to once a month where alley pick up is requested.
