BACKGROUND: Public Works is continuing the Pavement Preservation Program to preserve roads in good condition, in order to prolong their lifespan and delay costly major reconstruction projects. The slurry seal is an asphalt emulsion spread on a paved surface that extends the life of the pavement.

Public Works prepared the contract specifications and advertised for bids. Bids were received and opened on July 26, 2019, with one bidder submitting. There are not many contractors in this area that perform this type of specialty work.

Microsurfacing Contractors, LLC is a local company that has previously performed this work for the City in a sound manner.

The Good Faith Efforts documentation submitted by Microsurfacing Contractors has been reviewed and approved by the Equal Opportunity Manager. The company's Minority/Women Business Enterprise (M/WBE) Participation Waiver Request was granted because no M/WBE have the equipment or the necessary qualifications to perform slurry seal. The most recent (2017) Slurry Seal contract minority participation rates exceeded City goals.

FINANCIAL IMPACT: Funding is available through the 2019 Community Investment Plan for Pavement Preservation/Implementation.
