Communication from the City Manager and Corporation Counsel with a Request to APPROVE Amendment No. 3 to the INTERGOVERNMENTAL AGREEMENT Between the CITY OF PEORIA and PEORIA PUBLIC SCHOOLS for the City to Provide a Total of Four (4) Peoria Police Officers to Certain Specific District High Schools.

BACKGROUND:
On August 12, 2014, the City Council approved the Intergovernmental Agreement between the City of Peoria and the Peoria Public Schools for the Peoria Police Department to provide policing services at Peoria Public Schools high schools starting in the spring semester of the 2013-2014 school year and lasting through the last day of the 2017-2018 school year. That agreement was entered on August 14, 2014 (File No. 14-330).

In August of 2015, the City and School District entered into Amendment No. 1 which reduced the number of Peoria Police Officers to three officers instead of the original five officers (File 15-278). The amendment also included a provision that the Agreement terminated at the conclusion of the 2015-2016 school year if the City does not receive COPS Grant for four additional officer positions. All other terms of the Agreement remained in effect.

In June of 2018, the City and School District entered into Amendment No. 2 which extended the Intergovernmental Agreement for an additional year through the end of the 2018-2019 school year (File 18-189). All other terms of the Agreement remained in effect.

At this time, in Amendment No. 3, which is attached, the City and School District are extending the term of the Agreement an additional year for the 2019-2020 school year beginning August 14, 2019 and ending the last day of the 2019-2020 school year.

In addition, this Amendment increases the number of Peoria Police Officers to four (4), instead of three (3). All other terms of the Agreement not inconsistent with the foregoing are unchanged and remain in effect.
