BACKGROUND: NFPA (National Fire Protection Agency) and OSHA (Occupational Safety and Health Administration) require firefighters to wear turnout gear (personal protective equipment) when entering atmospheres dangerous to life and health.

In January 2020, a request for proposal (RFP) was issued to select a vendor to provide turnout gear to the Fire Department. The RFP specifications were based on previous year wear-testing by the department. The scoring for the RFP was based on five factors including: Qualifications/Experience (25 points), Capacity/Approach (100 points), Communication/Customer Service (50 points), Performance/Quality Assurance (25 points), and Price (100 points). There were twelve (12) bids solicited and on February 5, 2020, bids from three (3) vendors were opened. The summary is below:
