Communication from Councilman Montelongo with a Request to ADOPT an ORDINANCE Amending the City of Peoria 2020 - 2021 BIENNIAL BUDGET Relating to the Use of the General Fund Balance to Provide Funding to Subsidize the Discount on the Purchase of HOME CAMERA SECURITY EQUIPMENT, in the Amount of $29,400.00.

BACKGROUND:  In 2019, the City Council amended the budget and set aside $50,000 for a program for citizens to subsidize the purchase of internet-connected security equipment such as video doorbells, security cameras, and alarm systems through RING, LLC.  These devices link to owner’s smartphone and other devices. This equipment enables the owner to see, hear, and speak with visitors from remote locations. During the 2019 event, held at Northwoods Mall, 412 cameras were sold, leaving $29,400 of funds unspent.

 

RING is no longer providing subsidies to the public in conjunction with municipalities.  City staff is preparing a policy that will be presented to Council at the first meeting in March that will work to ensure any reimbursement will be to valid residents of Peoria that sign up with the City’s voluntary camera registry program.

 

 

FINANCIAL IMPACT:  Cost of $29,400.00

 

NEIGHBORHOOD CONCERNS:  Increased safety is a concern for all neighborhoods.

                     

IMPACT IF APPROVED: Increased security information to residents and safety services. Reduced crime and increased solve rate on crimes.

 

IMPACT IF DENIED:  Same level of information, crime and identification of criminals.
