BACKGROUND: Funds from the East Village TIF have been allocated for the renovation of owner-occupied properties since the inception of the TIF district. The program provides a 1:1 match, up to $15,000, for exterior renovation only.

This request is to expand the eligible participants in the program to non-owner-occupied properties. To qualify for participation in the program, the following requirements must be met:
1. The property owner cannot owe any fine, fee, or tax to the City on any property that they own or have an ownership interest in, within the corporate boundaries of the City.
2. All environmental code violations (weeds, litter, garbage, car parts, etc.) must be corrected prior to the assistance.
3. All active housing code violations must be corrected as part of the housing assistance.
4. The property must be insured.
5. The property cannot be designated as a nuisance property and the property owner cannot own or have an ownership interest in any other property that is designated as a nuisance property.

A maximum of 30% of the housing program funds available at the beginning of the year will be allocated to non-owner-occupied properties on a first-come-first-served basis.

FINANCIAL IMPACT: No direct financial impact. The funds are in place and the total number of projects each year will not substantially increase or decrease.

NEIGHBORHOOD CONCERNS: The East Village Growth Cell Advisory Committee issued no recommendation on this item due to a tie vote.

IMPACT IF APPROVED: Up to 30% of the EVGCTIF Housing Program fund will be set aside for non-owner-occupied properties.

IMPACT IF DENIED: The program will not change.
