ACTION REQUESTED:
Title
Communication from the City Manager and Director of Public Works with a Request to APPROVE the Following for All Council Districts:
A. A RESOLUTION Amending Resolution No. 19-379-A Setting Fees for the Peoria Combined and Sanitary Sewer District to Delay the Effective Date for Increasing the CITY'S SANITARY SEWER LATERAL FEE, for Property Owners who are Directly Served by City Sewers, from May 1, 2020 until August 1, 2020; and
B. A RESOLUTION Amending Resolution No. 19-379-B Setting Fees for the Peoria Sanitary Sewer Rehabilitation District to Delay the Effective Date for Increasing the CITY SEWER REHABILITATION RATE, for All City Property Owners who are Directly Served by Greater Peoria Sanitary District (GPSD) or City Sewers, from May 1, 2020 until August 1, 2020.

BACKGROUND: On December 10, 2019, the City Council approved sewer rate increases to begin on May 1, 2020, and on May 1, 2021. (Ref. Item 19-379).
In light of the negative economic effects to City sewer customers due to the ongoing pandemic, staff recommends that the City delay the May 1, 2020 planned start date for approved sewer rate increases until August 1, 2020.
This recommendation is in line with similar consideration by the Greater Peoria Sanitary District (GPSD) to defer GPSD sewer rate increases from May 1 to August 1, 2020.
FINANCIAL IMPACT: The City will receive an estimate of $140,000 less in sewer revenues in 2020. Customers' City sewer rates will not increase on May 1, 2020.

IMPACT IF APPROVED: Sewer rates increases will be deferred until August 1, 2020.
IMPACT IF DENIED: Sewer rates will increase on May 1, 2020. As previously approved.
