BACKGROUND:
As part of the State's Leaking Underground Storage Tank Remediation Program (Illinois Emergency Management Agency Incident #2014-0963), CW3M Company, Inc. of Springfield, IL, on behalf of the owners of 400 Northeast Adams Street, seeks a Groundwater Ordinance for the former service station at the intersection of Northeast Adams Street and Spalding Avenue.

The purpose of this ordinance is to prohibit the use of groundwater as a potable water supply by the installation or use of potable water supply wells or by any other method. The theory of the program is that the cost of remedying the potential harm far exceeds any harm done by leaving the property in its present condition.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: The use of groundwater as a potable water source will be prohibited at 400 NE Adams and the adjacent properties/right-of-way, thereby providing safeguards for the public that the water there is not suitable for human consumption.

IMPACT IF DENIED: Private companies and individuals may use the contaminated water at the site for potable water.
