Communication from the Mayor and Corporation Counsel with a Request to APPROVE the DECLARATION OF LOCAL STATE OF EMERGENCY.

BACKGROUND: In late 2019, a new and significant outbreak of Coronavirus Disease 2019 (COVID-19) occurred. COVID-19 is a novel virus that can cause severe acute respiratory illness that can spread among people and present symptoms similar to influenza. Despite efforts to contain the disease, the World Health Organization (WHO) and Centers for Disease Control (CDC) indicate it will continue to spread. On March 13, 2020, the President issued a declaration of national emergency in response to COVID-19. On March 20, 2020 the Governor of Illinois issued Executive Order 2020-10 issuing a Stay-at-Home Order for the State for the preservation of public health and safety and to ensure that the State's healthcare delivery system is capable of serving those who are sick. On March 18, 2020, March 24, 2020, April 14, 2020 and April 21, 2020, the Mayor of Peoria issued a Declaration of Local State of Emergency invoking the powers granted pursuant to the Illinois Municipal Code, the Illinois Emergency Management Act and Ordinance Section 7-35.2.

The Mayor's Declaration of Emergency must be renewed after each regularly or special scheduled council meeting. The Mayor intends to renew the Declaration of Emergency to include the following:

1. Continue to limit public access to City Hall and other public buildings.
2. Evaluate and create temporary procedures for public meetings.
3. Cancel all commission meetings in May.
4. Evaluate and implement staffing adjustments, work schedules and alternate working arrangements, where necessary.
5. Authorize any emergency purchases to assist in the mitigation of COVID-19.
6. Activate the City's Emergency Operations Plan.
7. Enter into contracts for the employment of temporary workers, the rental of equipment, the purchase of supplies and materials and the appropriate expenditures and ...
