Communication from the City Manager and Director of Community Development with a Recommendation to APPROVE a Request from the DUNLAP COMMUNITY UNIT SCHOOL DISTRICT 323 to Disburse $137,056.00 from the Education Fund for the Construction of an ADMINISTRATIVE OFFICE BUILDING.

BACKGROUND: The City of Peoria Subdivision Ordinance requires a recreational/educational development impact fee to be paid for each platted lot or dwelling unit in lieu of a dedicated recreational/education site. This fee is collected either as a lump sum for the entire platted area or with the issuance of individual building permits. The money collected is deposited into an account administered by the City Treasurer. Account balances are maintained for each school and park districts.

An agency may request a withdrawal of the fees collected within their jurisdiction to be used for acquisition and/or development costs of a site.

The Dunlap CUSD 323 has submitted a request for funds to be used for construction of a new 3,083 sq. ft. administrative office building located at the corner of Legion Hall Road and Rt. 91 adjacent to the Dunlap High School and Dunlap Middle School campus. The attached site plan and renderings illustrate the proposed site building and design. An attached budget provides cost information.

The current balance of the Dunlap educational fund is $137,056.00.

FINANCIAL IMPACT: Money collected through the educational development impact fee within the Dunlap school district will be withdrawn and the balance will become $0.

NEIGHBORHOOD CONCERNS: N/A

IMPACT IF APPROVED: $137,056.00 will be disbursed to Dunlap CUSD 323 for the site development of an administrative office building.

IMPACT IF DENIED: $137,056.00 will not be disbursed to Dunlap CUSD 323.
