Communication from the Mayor and City Manager Regarding OUTDOOR DINING AT BARS AND RESTAURANTS.

BACKGROUND: On Wednesday, May 20, 2020, Governor Pritzker announced that outdoor seating at bars and restaurants will be allowed as part of Phase 3 of the Restore Illinois plan, which is expected throughout all parts of Illinois by June 1, 2020. This is a change from the previously published guidelines in Phase 3 that would have continued the current restaurant and bar restrictions (carry-out and delivery only) until Phase 4. While we do not have any additional guidance at the time of drafting this communication, we expect the outdoor seating requirements to include some or all of the following:
1. Tables 6' apart;
2. Tables away from sidewalks and ingress/egress areas;
3. Mask requirements;
4. Other distancing or capacity measures.
We have met with health department officials to obtain guidance on food safety for local restaurants. We have directed staff to streamline and simplify existing requirements for liquor license holders wanting to serve outdoors and the permitting process for outdoor seating/caf? permits. We have also directed staff to identify any available public rights-of-way adjacent to restaurants and bars that can be used for outdoor dining/service. In addition, public works is doing an inventory of available materials (barricades, caution tape, etc.) that could be used to assist business owners in identifying their outdoor dining/service areas.
NEIGHBORHOOD CONCERNS: Potential neighborhood concerns such as parking or noise are being evaluated by staff to determine available options to mitigate any disturbances or concerns.
