Communication from the City Manager and Assistant City Manager with a Request to RECEIVE and FILE a FIRST READING Review of an ORDINANCE Amending Chapter 18 of the CODE of the City of Peoria Relating to the Creation of a VOLUNTARY BUSINESS REGISTRATION.

BACKGROUND: At the Tuesday, May 12th, 2020 Council Meeting, Councilman Montelongo asked staff to bring back information on creating a business registry/business license for the City of Peoria. Staff is recommending the City create and implement a voluntary business registry program. The Business Registry Program would begin in the fourth quarter of 2020. The program would be voluntary and not a licensing requirement. Staff will work to provide valuable information to those who register and work to ensure the program is designed that businesses will want to choose to register based on the value they will obtain. An online form would be created that allows businesses to register their business with the City of Peoria for 2020. Businesses would be encouraged to register through multiple outreach channels. Outreach and administration of the program would be handled by the Economic Development Department.

Staff is recommending the Business Registry Program be voluntary to start to ensure we are not adding additional burden to businesses or additional responsibilities to limited City staff during this current economic climate
