Communication from the City Manager and Director of Public Works with a Request to APPROVE the First Amendment to MASTER PROFESSIONAL SERVICES AGREEMENT #18-369 (G) with FOTH INFRASTRUCTURE & ENVIRONMENT, LLC., Authorizing an Extension, Not to Exceed the Amount of $250,000.00, to Continue Engineering Services Throughout the City of Peoria. (All Council Districts)

BACKGROUND: Staff had negotiated Master Service Agreements for Professional Services in Year 2018 for work orders to be issued 2019 through 2021. Foth was originally authorized for $1,000,000 through Council Item #18-369 (G) and has reached their Master Service Agreement limit. In order for Foth to continue professional services, we need to authorize an additional $250,000.00 to their Master Services Agreement. The agreement is not a guarantee of work but will allow staff to enter work orders up to the amount of the extension through December 31, 2021. Funding for the work orders will be appropriated through the Capital Investment Plan, Refuse Collection and Stormwater Utility Funds. Foth will continue to provide services for projects throughout the City and has agreed to hold their current rates through 2021. Due to staff leaving the City in mid-2019, Foth has been managing the Private Property Drainage Assistance Grant Program and the Annual Drainage Repair Contract and will be needed to continue these programs in 2020 and 2021.

FINANCIAL IMPACT: Foth will work on projects and be funded through projects in the capital budget and Community Investment Plan, and on projects funded through the Refuse Collection Fund and projects funded through the Stormwater Utility fund as contractual services.
