A) APPROVE the LOW BID of J.C. DILLON, INC. and Award a Construction CONTRACT from the Total Bid of $380,902.00 with an Additional Authorization in Contingency of $38,090.20 (10%), for a Total Award Amount of $418,992.20 for the GLEN AND SHERIDAN ROAD CULVERT PROJECT. [Council District 3]
B) ADOPT an ORDINANCE Amending the City of Peoria 2020 - 2021 BIENNIAL BUDGET Relating to the Stormwater Utility Enterprise Fund to Provide Funding for the GLEN AND SHERIDAN ROAD CULVERT PROJECT in the Amount of $434,546.20 and Recognize the Receipt of the Property Owners Share in the Amount of $211,442.55.

BACKGROUND:
Red Carpet Properties, Inc. owns the property identified as 711 W. Glen Avenue (the "Property") within the City of Peoria. Red Carpet Properties, Inc. The Property has a large stormwater drainage improvement underneath private property but connecting public infrastructure. The stormwater improvement needs replaced and it is in the best interests of the City to have the infrastructure placed both in the public right of way and in a public easement. Council approved the agreement defining the scope and responsibilities of the parties jointly undertaking the construction of new stormwater drainage improvements on the Property in Council Item 20-068.
The Glen Ave. and Sheridan Rd Culvert Project was advertised, and bids were opened on July 24, 2020 with three bidders submitting. An alternate was included for the work under the building. The bids received are as follows:
