Communication from the City Manager and Director of Public Works with a Request to APPROVE the LOW BID of HOROWITZ CONCRETE CO., in the Amount of $296,745.00, and Award a CONTRACT for the NORTHSIDE BUSINESS PARK TIF SIDEWALK IMPROVEMENTS, with an Additional Authorization of $14,837.25 (5%) for Contingencies, for a Total Contract Award of $311,582.25. (Council District 1)

BACKGROUND:  The Northside Business Park TIF provides funding for public infrastructure improvements within the TIF District. See attached map and budget sheet. The Northside Business Park TIF will expire in 2022.

 

The 2020 approved budget has $700,000 intended for sidewalk and infrastructure improvements in this TIF District.  Staff requests the approval to spend $490,182.25 of the $700,000 for this current project (see expenditure breakdown below). 

 

The subject sidewalk contract provides for replacement and infill sidewalk along City streets in the TIF district. This contract will be the first of two for this work. The second contract is intended to replace sidewalk ramps at the intersections with City streets and Jefferson Street or Adams Street and must include IDOT approvals and permits.

 

Engineering for the sidewalk work has been initiated by Farnsworth Group for both contracts, and for additional design work on Spring Street as part of the conclusion of the TIF.

 

 

Bids for the North Valley TIF Sidewalk Improvements were advertised in the Peoria Journal Star and on the City’s website. Bids were opened on August 6, 2020 with four (4) bids received, as follows:

Staff recommends increasing the low bidder’s contract to $311,582.25 to accommodate a 5% contingency.

 

The Good Faith Efforts documentation submitted by Horowitz Concrete Co., Inc. was reviewed and approved by the Chief Diversity & Inclusion Officer. Horowitz Concrete Co., Inc. is a local tri-county business that has successfully performed work for the City in the past. Their current workforce is 20% minority (18% goal). The contractor will utilize the following subcontractors: 2.6% MBE (10% goal) for trucking and 2.6% WBE (5% goal) for landscaping and retaining walls. The contractor will make a good faith effort to reach the 18% minority workforce utilization and 3% female workforce utilization on the project.

NEIGHBORHOOD CONCERNS:  Sidewalk improvements increase overall neighborhood aesthetics and walkability.

 

                     

IMPACT IF APPROVED: Staff can proceed with issuing construction Contracts for the sidewalk work.

 

 

IMPACT IF DENIED:  The contract will not be awarded.
