(Council District 5)

BACKGROUND: Brian Colgan of Colgan Carp Solutions, Inc. is requesting a special use for a Carp Fish Processing, Packaging and Distribution facility located in an existing 4,000 sq. ft. building with two access points, an enclosed storage yard, and the addition of three external freezer containers.

Fish processing includes the arrival of fish on ice to ensure no odor, placement of the fish into the freezer containers and once frozen, cut for boxing and shipment.

The Planning & Zoning Commission found that the request met the Findings of Fact and voted 6 to 0, with 1 abstention, to APPROVE the request with the following conditions:
1) Provide one bicycle parking space.
2) Provide a landscape plan meeting required points or an alternative plan for the front yards of Pioneer Rd, Industrial Rd, and the parking lot, prior to issuance of a building permit.

A waiver is requested by Mr. Colgan of the request by Public Works to install a sidewalk along Pioneer Rd and Industrial Rd including a pedestrian accessible route to the building. The Planning & Zoning Commission recommends approval of the sidewalk waiver.
