REQUEST from the Township Officials to SET the ANNUAL TOWN MEETING and to SET a SPECIAL MEETING of the Township Electors for NOVEMBER 10, 2020, at 6:00 P.M. and 6:05 P.M. at City Hall, Council Chambers.

BACKGROUNG:  The Annual Town Meeting was originally scheduled to be held on April 14, 2020, but due to the restrictions of the Pandemic, it was indefinitely postponed.  The Township is proposing to hold the Annual Town Meeting on November 10, 2020, at 6:00 P.M., as the Governor signed a law now allowing Townships to hold their Annual Town Meetings as long as their local Health Departments provided permission. The Peoria County Health Department is in the process of granting permission in writing, which would allow the Township to proceed with its Annual Town Meeting before the end of 2020.

Also, Township Supervisor Frank Abdnour is proposing to purchase property on behalf of the township.  The Township Code requires the electors to approve such a purchase, and since the agenda for the Annual Town Meeting was already set (before this purchase was contemplated), this action requires a separate, Special Meeting of the Township electors.  The meetings can be held back to back, and the Township proposes to hold the Special Meeting on November 10, 2020, at 6:05 P.M.

Please note:  Any votes taken at the Annual OR Special Town Meeting will be made by the ELECTORS, and NOT the Board of Trustees.  This includes the vote on the purchase of property, consistent with 60 ILCS 1/30-50.  State Law also requires at least 15 electors to be present to do business at the SPECIAL Town Meeting.  For your reference, an “elector” is a “person registered to vote within the township no less than 28 days before the date of the annual meeting” under 60 ILCS 1/30-20.
