BACKGROUND: The City Council approved a Consent Decree to control Combined Sewer Overflows (CSOs) on December 15, 2020. As indicated in the CSO Consent Decree discussions, revenues from a new CSO sewer rate will be needed to support the City's application to the Illinois Environmental Protection Agency's (IEPA's) State Revolving Loan Fund. Rate increases will be initiated on May 1, to coincide with Greater Peoria Sanitary District (GPSD) fiscal year and billing cycles.

City Municipal Code requires that the rate adjustments be discussed at a Public Hearing (Section 31-78).

FINANCIAL IMPACT: The CSO Sewer Rates will impact a typical residential customer by about $5 per year, beginning May 1, 2023, and increasing an additional $5 per year, beginning May 1 of years 2024 - 2026.

NEIGHBORHOOD CONCERNS: Eliminating combined sewer overflows is a mandate that will improve water quality in the Illinois River and improve legacy neighborhoods with green infrastructure.

IMPACT IF DENIED: The Public Hearing will not be scheduled.
