A.                     APPROVE a CONTRACT with STANTEC CONSULTING, INC. for the Implementation of the US Environmental Protection Agency Brownfield Clean Up Grant for the former TABOR PROPERTY (Council District 1); and

BACKGROUND:  In May of 2020, the Community Development Department was awarded $500,000 for a Brownfield Cleanup Grant for the former Tabor Property from the US Environmental Protection Agency. This grant provides funding to conduct required additional environmental studies and to cleanup environmental contamination on the property. The grant requires $100,000 in matching funds which will be allocated from the Eagle View TIF.

 

After the grant period began in the fall of 2020, the Community Development Department released a Request For Qualifications (RFQ) for contractors qualified to carry out the grant requirements, including environmental testing, cleanup oversite, and reporting. We received responses from two firms.

 

The proposals were evaluated by three City staff members according to the following criteria:

•                     Firm Resources / Consultants

•                     Related Projects of Firm 

•                     Related Projects of Key Personnel

•                     Experience with City of Peoria

•                     Grasp of Project Requirements

•                     Project Management

•                     References

•                     Cost of Service

Stantec Consulting, Inc. was the highest rated proposal overall. The full scoring sheet is attached to the item. Under this proposal, Stantec would carry out the requirements of the Brownfield Cleanup Grant in consultation with City Staff.

 

FINANCIAL IMPACT:  The 2021 Revised Annual Budget would be amended to reflect the grant funds and allocation of matching funds from the Eagle View TIF.

 

NEIGHBORHOOD CONCERNS:  This site cleanup will address neighborhood concerns about the current state of the property.

                     

IMPACT IF APPROVED: Stantec, Inc would be selected as the consultant and carry out the required grant functions.

 

IMPACT IF DENIED:  Stantec, Inc would not be selected as the consultant and carry out the required grant functions.
