Communication from the City Manager and Assistant City Manager/Interim Chief Information Officer for a SOLE SOURCE CONTRACT with OAKSTAR CONSULTING for One Year of Support and Consulting for Strategic Planning, Project Management and Skills Development, in an Amount not to Exceed $160,000.00.

BACKGROUND: As the City continues complex software upgrades and implementations and with the retirement of senior staff, we are requesting approval to expand our partnership with Oakstar Consulting.
The City currently has a contract with Oakstar Consulting (File #20-224) as technical lead and planner for public safety software management CAD and RMS and planner for Energov/Tyler. This contract will add a support of all major projects, programmatic coordination, staff training and strategy activities for 2021.
Oakstar Consulting has effectively worked with not only the Information Systems staff, but all city departments and staff. Oakstar also has critically needed skills to move the team's work from project by project to multiphase and programmatic planning of activity and resources.
FINANCIAL IMPACT: Funding for this contract will be provided from the Information System's personnel services budget in the amount of $130,000.00 in lieu of filling the budgeted Chief Information Officer position and $30,000.00 from the Information System Capital Budget - Computers & Technology 401101-505304 E2002.
NEIGHBORHOOD CONCERNS: N/A
IMPACT IF APPROVED: Successful planning and implementation of software and asset management programs as well as lead in training, strategy and programmatic management of projects and resources for the year.
IMPACT IF DENIED: Delays in Implementation of software, insufficient skills to ensure successful programmatic implementation of multiphase projects and their resources.
