Communication from the City Manager and the Director of Public Works with a Request for the Following:
A. ADOPT an ORDINANCE Amending the City of Peoria 2021 REVISED ANNUAL BUDGET Relating to the Use of South Village TIF Fund Balance, in the Amount of $495,940.00, and the Use of Stormwater Utility Fund Balance, in the Amount of $15,000.00, for a Total of $510,940.00, to Provide Additional Funding for the CONSTRUCTION of FIRE STATION #4 (Requires supermajority vote);
B. APPROVE the Low Bid CONTRACT with D JOSEPH CONSTRUCTION CO. for the Construction of the New Fire Station #4, in the Amount of $2,793,695.00.

BACKGROUND: The 2019 Capital Improvement Budget provided $2,500,000.00 for the replacement of Fire Station #4. The current Station #4 is about 70 years old needs numerous repairs and cannot accommodate the size of the new fire machines. The new Fire Station will be relocated from Jefferson Avenue to Western Avenue and Howett Avenue for better responses and will also bring the Station up to current National Fire Protection Association (NFPA) standards. To date, $257,244.47 has been spent on the project for land acquisition and engineering fees, leaving a balance of $2,242,755.53.
On August 18, 2020 the City of Peoria issued a request for bids and solicitations were sent to seven (7) vendors. The City received four (4) responses on September 18, 2020 and the bids were reviewed by City Staff and our contract architect. The results are below:

D Joseph Construction (Peoria) was selected as the successful bidder.
The minority sub-contraction utilization will be 9.3% for this contract. Minority workforce utilization will meet or exceed the 18% goal.
Based on the low bid of $2,793,695.00, the current remaining project budget of $2,242,755.53 is not sufficient to cover the construction cost; therefore, the attached ordinance amending the 2021 Revised Annual Budget is required to provide the additional funding from the South Village TIF fund balance in the amount of $495,940.00 as well as $15,000.00 from the Storm Water Utility fund balance. Reprogramming of prior years South Village Commercial Façade projects in the amount of $40,000.00 will also occur to provide the additional funding to meet the total contract cost of $2,793,695.00
FINANCIAL IMPACT: Funds in the amount of $2,242,753.53 from the 2019 Community Investment Plan; $495,940.00 from the South Village TIF fund balance and $40,000.00 reprogrammed from prior years South Village Façade Programs and $15,000.00 from the Storm Water Utility Fund balance for a total contract cost of $2,793,695.00
NEIGHBORHOOD CONCERNS: There are no neighborhood concerns. Improved response times for the Peoria Fire Department will be a benefit to neighborhoods and citizens.
IMPACT IF APPROVED: The Peoria Fire Department will have an upgraded fire station.
IMPACT IF DENIED: The current building will continue to deteriorate. Maintenance cost will continue to rise with the condition of the building.
