BACKGROUND: On September 10, 2019, City Council approved an intergovernmental agreement for the reconstruction and jurisdictional transfer of Glen Avenue #19-289. Peoria County received $1.274M in Surface Transportation Urban (STU) federal funding from PPUATS. The City and County will fund 50% of the final project cost beyond the grant funding.

West Glen Avenue, from North Sheridan Road to North Knoxville Road is in need of improvement. The existing road is a two-lane rural section, which will be replaced with a three-lane urban section. This project will be designed according to "Complete Streets" guidelines, accommodating all users of the right-of-way, and will improve the existing roadway by providing multi-modal transportation alternatives and applicable green infrastructure on this section between two high-density commercial zones. Approximately 2,500 linear feet of roadway will be removed and reconstructed during this project.

The attached Motor Fuel Tax (MFT) Resolution will fund a portion of the preliminary design engineering services, which will be provided by Crawford, Murphy & Tilly (CMT) under Master Service Agreement #18-369-D, approved by Council on December 11, 2018.

Attachments include the MFT Resolution covering a portion of the engineering services and a project location map.

FINANCIAL IMPACT: Funding will come from State Motor Fuel Tax revenue. (MFT Section #19-00029-00-EG).
