Communication from the City Manager and Director of Public Works with a Request to APPROVE a Local Agency AGREEMENT for Federal Participation with the ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT) to Request ITEP Funding Not to Exceed $426,960.00, and TAP Funding Not to Exceed $282,987.00, for a Total of $709,947.00 in Federal Funding to Extend the ROCK ISLAND GREENWAY Multi-Use Path from HARVARD AVENUE to PARK AVENUE. (Council Districts 1 & 3)

BACKGROUND: Public Works is currently finalizing the design of the Rock Island Greenway Extension, which is a planned rails-to-trails bicycle trail from Harvard Avenue to Park Avenue. This trail will extend the existing trail that runs from north of the city to Harvard and will connect to an existing trail running along Glen Oak Park. The City is working with IDOT to take this federally funded project through a local advertisement, bid opening/letting, and contract execution.
The purpose of the agreement is to accept the grant conditions for the federal funding. The grant funds in the not-to-exceed amount of $709,974.00 for construction and construction engineering and were partially obtained through the competitive Peoria Pekin Urban Transportation Study (PPUATS) federal funding application process for Transportation Alternative Program funds (TAP) (not to exceed $282,987.00) and through the competitive Illinois Transportation Improvement Program (ITEP) process (not to exceed $426,960.00).
The attached Local Public Agency Agreement for Federal Participation for the federal grant portion of the funding of the construction and construction engineering of the project and is a requirement of the Grant Accountability and Transparency Act (GATA). This document must be executed to allow the funding to be received by the City through the local letting process.
