Communication from the City Manager and Director of Public Works with a Request to APPROVE and Direct the City Manager to Execute an AGREEMENT with the ILLINOIS DEPARTMENT OF TRANSPORTATION (IDOT), in the Amount of $36,579.00, Plus Contingency, for the City's Participation in Modernizing Traffic Signals at IL 8/IL 116 (MACARTHUR HIGHWAY) & SW JEFFERSON AVENUE, IL 29 (SW JEFFERSON AVENUE) & SPRING STREET, IL 8 (N FARMINGTON ROAD) & W MAIN STREET, SW ADAMS STREET & S GRISWOLD STREET, and IL 8/IL 116 (MACARTHUR HIGHWAY) & SW ADAMS STREET (Council Districts 1 & 2).

Body
BACKGROUND:
The State - Illinois Department of Transportation (IDOT), in order to facilitate the free flow of traffic and ensure safety to the motoring and pedestrian public, is desirous of modernizing traffic signals by installing new traffic signal mast arms, poles, signal heads, concrete foundations, underground conduit, light poles, luminaries, and by performing all other work necessary to complete the improvement in accordance with the approved plans and specifications. The City is desirous of the improvements which will be an immediate, permanent benefit to the motoring and pedestrian public.

The State (IDOT) has agreed to make the surveys, prepare plans and specifications, receive bids and award the contract, furnish engineering inspection during construction and cause the improvement to be built in accordance with plans, specifications and contract. The Illinois Department of Transportation has also agreed to pay for all construction and engineering costs, subject to reimbursement by the City, as stipulated.

The City will provide partial funding for this project. Please note that all costs are estimated. The City will be responsible for actual costs of the constructed items, except for traffic signal amounts, which may total up to 125% of the estimated amount.
