Communication from the City Manager and Director of Public Works with a Request to APPROVE a RESOLUTION Authorizing the City's Estimated Minimum Local Agency Funding Match ($1,083,619.09), Subject to the Approval of Illinois Department of Transportation (IDOT), for the ROCK ISLAND GREENWAY EXTENSION PROJECT - HARVARD AVENUE TO PARK AVENUE.

BACKGROUND: The Rock Island Greenway Extension, is a planned rails-to-trails bicycle trail from Harvard Avenue to Park Avenue and has been designed by the City. The City worked with IDOT to take this federally funded project through a local advertisement, bid opening/letting, and contract execution. The bid letting of this project was held on April 23, 2021. This trail will extend the existing shared use trail that runs from north of the city to Harvard and will connect to an existing trail running along Glen Oak Park. The project will include renovating an existing railroad bridge over War Memorial drive and the addition of approximately one mile of bituminous shared use trail.
The City previously accepted the grant conditions for the federal funding, Item # 21-092. The grant funds in the not-to-exceed amount of $709,974.00 for construction and construction engineering and were obtained through the competitive Peoria Pekin Urban Transportation Study (PPUATS) federal funding application process for Transportation Alternative Program funds (TAP) (not to exceed $282,987.00) and through the competitive Illinois Transportation Improvement Program (ITEP) process (not to exceed $426,960.00).
The attached resolution is a requirement by IDOT. The resolution pledges the minimum City share of this project in the amount of $1,083,619.09.
