BACKGROUND: This project entails the resurfacing of three parking areas in the Warehouse District to assist the City in providing obligated parking spaces for the development of the property at 812 SW Washington Street. The engineering design for the parking lot resurfacing was provided by Hanson Professional Services, Inc.

Bids for the Warehouse Parking Lot Resurfacing improvements were advertised in the Peoria Journal Star and on the City's website. Bids were opened on April 21, 2021 with one bid received, as follows:

Tazewell County Asphalt Co. Inc. $120,852.95

Engineer's Estimate: $104,613.00

Staff recommends increasing the low bidder's contract to $126,895.60 to accommodate a 5% contingency. This project is of limited scope and largely material cost, so the vendor will not be utilizing any subcontractors. Tazewell County Asphalt Co. Inc. is an approved vendor for asphalt.

FINANCIAL IMPACT: The total budget for this project is $300,000 in the 2019 CIP project D1910 and is funded with Warehouse District TIF Funds.

NEIGHBORHOOD CONCERNS: Tenants from the development at 812 SW Washington Street will have available parking as per agreement with the City.

IMPACT IF APPROVED: Staff can proceed with issuing construction Contracts for this work and the City will be able to fulfill the agreed upon parking obligations for the development at 812 SW Washington Street.

IMPACT IF DENIED: The contract will not be awarded.
