Communication from the City Manager and Director of Public Works with a Request to APPROVE a STATE MOTOR FUEL TAX (MFT) RESOLUTION, in the Amount of $597,130.00, for the ADAMS AND JEFFERSON SIGNAL UPGRADE / ONE-WAY TO TWO-WAY CONVERSION PROJECT (ADAMS STREET from WILLIAM KUMPF BOULEVARD to HAMILTON BOULEVARD, and JEFFERSON AVENUE from WILLIAM KUMPF BOULEVARD to FAYETTE STREET). (Council District 1)

BACKGROUND: Adams Street and Jefferson Avenue through downtown have been a one-way couple for a long time. The one-way couple is efficient for moving vehicles through the area but is not business or pedestrian friendly. This project includes traffic signal conversions as well as complete streets concepts including curb bump-outs to improve pedestrian safety.
This MFT resolution will fund design engineering expenses.
Hanson Professional Services, Inc. will provide the design engineering services as approved through the Master Service Agreement as Item# 18-369-H on December 11, 2018.
FINANCIAL IMPACT: Funding will come from State Motor Fuel Tax revenue (MFT Section #18-0037-00-SP) and Community Investment Plan Project R2101 Adams and Jefferson Signal Upgrade / One-Way to Two-Way Conversion.
NEIGHBORHOOD CONCERNS: Safe streets are a benefit to all neighborhoods.
IMPACT IF APPROVED: Project expenses will be paid with State Motor Fuel Tax Dollars.
IMPACT IF DENIED: Other funds will be needed to pay the project expenses.
