A.                     APPROVE a CONTRACT with STANTEC CONSULTING, INC., for the Implementation of the Illinois Department of Commerce and Economic Opportunity (DCEO) Rebuild Shovel Ready Grant, in the Amount of $950,000.00, at 3540-3600 SW. ADAMS STREET and S. BACKGROUND:   In March of 2021, the Community Development Department was awarded $950,000 for an Grant for the former Tabor Property, located at 3540-3600 SW. Adams Street and S. Lydia Street (Parcel Identification Nos. 18-18-203-014, 18-19-203-005, 18-19-203-008, 18-19-203-023, 18-19-203-018) from the Illinois Department of Commerce and Economic Opportunity. This grant provides funding to upgrade the existing building, demolish concrete pads and a dilapidated structure on the property, and construct a storm water retention system. The grant requires $150,000 in additional funds which will be allocated from the Eagle View TIF for non-eligible related expenses and potential cost overages.

 

After the due diligence process, an executed grant agreement was received in August 2021 prompting the Community Development Department to release a Request For Proposals (RFP) for contractors qualified to carry out the grant requirements, including Project Planning, Site Work Management, and Grant Related Duties. We received a response from one firm.

 

The proposal was evaluated by a Community Development City staff member according to the following criteria:

•                     Grasp of Project Requirements

Stantec Consulting, Inc. was the sole proposal response. The full scoring sheet is attached to the item. Under this proposal, Stantec would carry out the requirements of the DCEO Rebuild Shovel Ready Grant in consultation with City Staff.

 

 

FINANCIAL IMPACT:  The 2021 Revised Annual Budget would be amended to reflect the grant funds and allocation of matching funds from the Eagle View TIF.

 

NEIGHBORHOOD CONCERNS:  This rehabilitation will address neighborhood concerns about the current state of the property.

                     

IMPACT IF APPROVED: Stantec, Inc would be selected as the consultant and carry out the required grant functions.

 

IMPACT IF DENIED:  Stantec, Inc would not be selected as the consultant and carry out the required grant functions.
